Contesto Context

Genova è storicamente una roccaforte progressista in Italia. La nostra città ha un recente passato da città industriale e ha sofferto i peggiori effetti sociali ed economici della crisi. Come effetto della crisi, in cui la partecipazione al voto è diminuita, negli ultimi anni la città è scivolata a destra. Nel 2017 a Genova è stato eletto il primo sindaco di destra dalla fondazione della Repubblica.

Genoa has historically been a progressive stronghold in Italy. Yet, our city, given its recent past as an industrial town, is suffering the worst social and economic effects of the crisis. Due to that crisis, which has fed a growing electors’ apathy, in the recent years has been shifting to the right. In 2017 Genoa elected its first right-wing mayor since the beginning of the Republic. He relies on the support of the far right as well. Therefore, the electorate of Genoa, just like many other similar middled-sized post-industrial towns in Europe, found itself potentially swinging from a europeanist, progressive vote and a nationalist vote before the EU elections. To win in towns like Genoa was essential to have a good result in Italy for the europeanist, progressive lists. Our project aimed at creating a non-partisan campaign clearly oriented on a few issues—a united Europe, equality, solidarity and the environment—to fight against electoral apathy. The main event was a concert to create enthusiasm and give strength to a movement getting out people to vote.

Attività Activities

Il progetto si è svolto su tre binari fondamentali: Campagna di attivismo con volontari impegnati porta a porta; concerto per dare massima visibilità alla nostra azione, generare entusiasmo e lanciare ultima settimana di azioni; appello per fare pressioni sui candidati rispetto alle nostre idee.

The project was organized along three actions. First, a one-to-one campaign with volunteers directly meeting and speaking to electors in targeted neighbourhoods. The concert to give visibility, and enthusiasm to our initiative and create new activism in the last week before the elections. An appeal to lobby on candidates on our ideas.

L’appello è stata la chiave di un’azione di pressione sui candidati affinché si impegnassero a rilanciare messaggi della nostra campagna. È stato sottoscritto da X candidati, tra cui alcune teste di lista del PD. Oltre alla firma abbiamo chiesto ai candidati di esporsi sui temi e abbiamo dato un voto al loro impegno così da avere comunque adesioni critiche e fare una campagna informativa verso gli elettori.

The appeal was intended for developing a pressure campaign on candidates in a way to gain visibility for our campaign and issues. It has been signed by X candidates, and some leading candidates in the list of the Partito Democratico (PD). Besides the signature, we asked candidates to take a stance on the issues. We rated them on their answers. This was used as an informative action towards voters.

Attivismo Activism

L’appello è servito come base per reclutare le persone, è stato firmato da 1000 persone circa di cui 137 sono state coinvolte come volontari. Abbiamo organizzato X incontri con i volontari per formarli e reclutarne di nuovi. Abbiamo organizzato X giornate di porta a porta e bussato a X campanelli. Abbiamo concentrato l’azione in due quartieri chiave (castelletto e san nicola). Abbiamo realizzato un piccolo flash mob con i volontari con i cartelli e il drone. Abbiamo mandato 6 email per tenere informati firmatari e volontari (circa 1000 persone) e ne abbiamo mandate altre 6 a tutta la nostra lista (più di 12.000 persone) per parlare della campagna in generale.

The appeal helped us recruiting volunteers and collecting contacts. It has been signed by one thousand people, of which 137 has been involved as volunteers. We have organized three meetings with volunteers, which we used as formative events as to recruit more volunteers. We organized 12 days for door-to-door activities and spoke with 500 families. We focused our initiative in two strategic neighbourhoods, San Nicola and Castelletto. We also organized a falsh-mob with volunteers, the video of which we used to promote our activities. We send 6 email to keep signatories and volounteers informed (about 1000 contacts), and 6 email to our general contact list (up to 12.000 contacts) to inform on our campaign. To strengthen the campaign we added some events to the original plan: 1 event to present the campaign. 3 events to recruit and form volunteers. 1 public debate with three candidates to which took part more than one hundred people.

Il concerto Concert

We organized a concert with national and international artists—Leeroy Thornhill, founder of The Prodigy, “Africa Unite” which is the most important bBand Raggae in Italy, two important local bands. The event has been presented by a famous TV actor and comedian with well renowned progressive stances. We planned to organize our concert in the heart of downtown in the old harbour, unfortunately the bad weather that struck Italy had us to reorganize the whole event in just three days. We had to relocate the event in a closed place in the suburbs of the city. Nonetheless, 1,200 people participated in the event.

Comunicazione digitale
Digital communications

Our digital communication was mainly on Instagram and Facebook. Our main target was composed of young people from 20 to 32 years, progressives, in Genoa. Our secondary target was composed by every progressive people in Genoa, with some specific interests. We reached out to 191 mila people and collected 1 million and 100 thousand impressions; 37 thousand people interacted with our digital contents; 11 thousand people visited our website (on average 2.5 times each one); 193 thousand people have known of the event thanks to our social activity of which 4 thousand interacted as participants in the event. To support those key actions we created a website with 28 online pages, and a web-app for our volunteers which helped us recruit more volunteers.

Stampa Press

We realized an intense communication activity to increase the impact of our campaign. We achieved 18 press releases on the regional press, from newspapers, to TV, to radio. To achieve national press releases was more difficult, yet we collected 25 national press releases thanks to the wide appeal of the international campaign and to some specific contents, for instance the video-appeal of one of the artists. We also achieved 6 local press releases in other regions.

Electoral analysis

We relied on the large know-how of our centre for studies to analyze the electoral behaviours in our city and concentrate our activities in some areas. We published our studies in an online page on our website which gathered a lot of public. A few days after the vote we published a second analysis on the results. We have been able to verify the positive impact of our actions in our targeted neighbourhoods. We presented our studies in a public event with a hundred of participants in the old society for scientific lectures in our city. Genoa is among the few cities in Italy in which the nationalist lists have lost. The main progressive europeanist list gathered 77 thousand votes, the main nationalist one 71 thousand. In the national elections in 2018 the main progressive list was a far second with 10 thousand votes less.

Impatto Impact

In the 2018 national elections the main progressive list just arrived second with 67 thousand votes. Obviously the right-wing forces have been worn out by two years in the municipal government in our city, yet the result of the progressive forces came thanks to a very good voters’ turn-out in the residential neighbourhood of the city. In the same neighbourhood we focused our efforts. Our campaign has been by far the most important political campaign in the city and helped in creating a positive mood among progressive voters.

Piani futuri Future plans

The project demonstrated that door-to-door activities can work in Italy. Organizations should not be afraid to propose such activities to their volunteers, given their share common goals and objectives. It is important to share the main reasons pushing to get involved, explain strategies and reasons behind initiatives. The pressure campaign on candidates worked well because it was on a few clear issues. Many candidates have signed the appeal and have been elected on issues they would not have otherwise spoken of. Now, we will have to keep them responsible. Our web-app can be enhanced and used for future mobilizations. It will help every activist of our organization to check its impact and activities in a unique page. We chose to keep the "Hope" logo trasforming it in a cultural and recreational association affiliatred to the national ARCI network. It will promote culture, entertainment with a strong drive to civic and social responsibility.
